    Is it a bungalow? No upstairs?

    It seems that you don't have gravity helping you much then if the main tank is on the same floor as the kitchen!

    Op has said its a town house, but beit house or bungalow the head of water is measured from the water level in the tank to the highest outlet and a minimum of 1.5 m is usually enough to feed sufficiently by gravity.
    If you are saying the Cold Water Storage tank that feeds the whole house is on the same floor as all the outlets, then that is an issue, particularly if you have a shower as the head of water will not meet minimum requirement!
    The only solution in this case would be a booster pump for both hot and cold tank fed supplies, but a mains supply to the kitchen at the very least is required!

    The issue of heat is only an issue if the throughput of the CWS tank is poor, which it will be currently!

    The problem here is a lack of mains water supply in the house as an outlet, poor pipework installation and poor supply to and from the tank!

    All need addressing and rectifying to at least a minimum of By-law standards!

    Its a 3bed town house, but the bathroom is downstairs, as is the airing cupboard(cold and hot tanks, pipework etc)
    The cold tank is head height.

    Looks like im onto the landlord then.

    Hmm, water by-laws
    "27. A drinking water tap shall be supplied with water from–

    (a)a supply pipe;
    (b)a pump delivery pipe drawing water from a supply pipe; or
    (c)a distributing pipe drawing water exclusively from a storage cistern supplying wholesome water."

    So theres nothing "wrong" with it, in terms of regulations?

    No it does not conform as it doesnt "exclusively" draw "wholesome" water from a cistern, it draws it from a communal Cold Water Storage Tank that supplies all the outlets in the property!
