TCP in the major supermarkets are easy to ignore, as the day they are stupid enough to take someone to court for a supermarket car-park will be the day the moon turns bright pink, as they dare not risk losing the contract if they make a fool out of the supermarket.

TCP do have delusions of grandeur and they try to pass themselves of as some sort of quasi-legal authority. Hence the use of that infamous "It is an offence for anyone but the driver to remove this notice" on their ticket envelopes, and the liberal use of the word "penalty" on their signage. After a complaint to the BPA over the use of that word in ASDA car parks they were forced to modify the signs.

I noticed yesterday that the "p" word is still in use on TCP's signs in a retail park in Nottinghamshire. Methinks another complaint to the BPA is overdue.
What part of "A whop bop-a-lu a whop bam boo" don't you understand?
