Concerned about identity theft.

I've recently been getting letters from Talk Talk begging me to switch to them from Virgin for my broadband. I have never been with Virgin. Thing is the letters are addressed to me, but downstairs at 1, I live at 1A. make no bones about it, the guy downstairs is a smackhead, should I be concerned that he may have taken out…
