Septic Tank Register

Hi Folks,
For those of you who have a Septic Tank will be required to register the location of the tank by the end of June 2012. (Wales)
Wales: http://www.environment-agency.gov.uk/homeandleisure/132391.aspx
England: http://www.environment-agency.gov.uk/homeandleisure/118753.aspx
Having looked into this so far I have found the following issues and must wonder if the goverment do think these things correctly. :j
1. The On-Line web form has to be the most unhelp form I have ever seen. a) NO Help to what each field on the form means. b) Unable to save the form and go back to it c) Form does NOT reflect the papaer form we had in the post.
2. The On-Line Chat help person is unable to answer your questions.
BUT the biggest issue we have with this register is that we are discriminated to have to obtain a permit at a cost of £125!
Why: I live in one of three houses that share a large Septic Tank. The Environment Ageny are saying that becuase the total number of people are greater than 9 people we will have to buy a pemrit. This we feel is discrimination and unfair becuase IF we had a septic tank for EACH house which could put MORE water into the ground we would not have to get a Permit.
"if your septic tank discharges into a soakaway in the ground and the property or properties has less than 9 people in total living there" (No Charge but if more than 9 a Charge of £125)
I think someone in the goverment has got the calculation wrong and NOT considered the issues here.
Anyone else in the same boat ?

What issue would you like them to consider ? They applied the ruling on the basis that "most" tanks would not serve more then a normal family unless they are shared or commercial.
There was always going to be a cut off point and it was always going to catch some out ...not sure what the other options would be at the moment.
What would you like to see happen ?There is a race of men that don't fit in; A race that can't stand still;
So they break the hearts of kith and kin, and roam the world at will.
