It's called a Tooltip. I'm sure it would be possible to write a custom stylesheet (in your browser) for use with MSE forum to disable it. No idea what/how at this juncture though.
Well at least I now know what the thing is called.
The Ctrl thing doesn't work for me on IE9.
It would certainly seem I'm in the minority on this issue, but I sure hope other forums I use don't start using it. Only one - Talkford - does so at the moment.

It works in IE6 which is the last version of IE that I ever used - I can't understand why people still use IE when there are far better browsers available e.g. Firefox, Opera etc.
If you want to disable tooltips in Firefox, type about:config into the address bar. Search for browser.chrome.toolbar_tips by typing browser.chro into the filter box. Once you have found the item, double-click on it to change it from true to false.

I've got Firefox on my computer as my daughter sometimes uses it.

Browsers are such a personal thing. People take a dislike to one or another or there's a bug or security loophole so they change and never go back even if the problems are fixed.
I'm a Firefox user on my Mac but we use IE at work. We were on XP and IE7 I think but my laptop has just been replaced and our latest corporate build is Win7 and IE9.
I find it a very competent browser, faster than the older versions and as far as I can tell every bit the equal of Firefox for general use.
I used to have multiple browsers on my home machine and to be honest non of them struck me as significantly better than the others. I think Firefox got picked because it did Tabs rather than multiple windows but they all do tabs now.One by one the penguins are slowly stealing my sanity.0 -

I've been on Opera for years
as you say its much of a muchness nowadays,I'm just used to Opera and with the linking accroos platforms on Opera link
its just easier now0
