To be honest, look for another Job ASAP, get on with living and move on.
If they question it once you have left, tell them you were only following orders and you will now supply details of every job where you were told to "just use old pipes" and the customers were billed for new to the principle contractor they were working for.
That should shut them up. VERY QUICKLY !

I don't understand this. Surely the actual materials used are put on a job sheet. But if it's not properly recorded and any surplus simply goes back in the van to be used on another job ad infinitum - surely that would result in some jobs not costing very much in materials. If the the customer/grants agency is however billed at the same price per job, that would be a nice little earner for the company itself.
    See what I mean?
The surplus has to be going somewhere and that has to be either in the fitters pockets or it's company fraud - in that they are getting paid for materials not used.
That said I don't think this can be proved by the company unless they have been keepings obs over a period or unless they actually go back and spot check some of the jobs.
    My head hurts...
  • Is this for work in council properties?

If so local government contracts are a godsend and I can guarantee the company won't want to lose them!

I would play hardball, as the managers are denying saying anything to you, I would state that if you do get dismissed, you will be making the local council aware of what has been done and give them addresses of where it occured and state it was on the managers instructions.

See if they want to lose their jobs too!

Unfortunately we are in a time where the employer knows they can treat people like this as jobs are so few and far between.
  • If this is contract work it all comes down to what is specified in the "Schedule of Works" - this will say whether all new piping is to be used or whether re-use is acceptable - check the schedule; even if it says "strip out existing and fit new" there may well be another paragraph that covers "green" principles and says that wherever possible, sound exisiting materials should be re-used

The manager's say so will be irrelevant

As far as theft and fraud go, materials may be missing but they will have to prove beyond doubt that you are repsonsible for that loss
You never know how far-reaching something good, that you may do or say today, may affect the lives of others tomorrow

They can sue you for losses and costs incurred for the time you didn't work your notice.

do you contract out to the council? that could explain a lot because its odd for me to think that theyd be laying ppl off at this time of the year for central heating repairs, only a council with poor management would do that.

i personally dont see a problem in reusing old pipework, but technically it is fraud if you;re charging them for brand new, also because the old pipe you take out of the property is really the property of the council so you shouldn't be reusing them.

Pretty careless of the management, they should have known that the council would ask for invoices for new parts, or depost of old parts, one or the other, no good if you can;t produce either.
