Blocked toilet or drain?

I have a new build which is around 3 years old I've been here just over 2 years, first owner.
About 6 months ago I had what I thought was a blocked toilet, downstairs. My friends Dad came round and took the toilet apart and there was no blocked toilet to be found, it had to have been the drain in the back garden. Seeing as they are still building (a lot further up that where I live) I was informed that it would still fall under the builders responsibility to attend and fix. So they kindly came round, done a bit of rodding but no such luck, a CCTV survey was carried out and a few days later they attended, took up half my garden to gain access to the big pipe. Anyway they done all this while I was at work and once complete the toilet has been fine
Until this weekend! it's blocked again, the water drains away much quicker than the last time but I've tried plunging it, throwing hot water down it (this made it rise more), also a metal clothes hanger (I didnt have much luck with that at all). I've flushed it a lot and it does rise but does drain down quicker. I've read through previous posts and don't have a mop to try that
I'm a girl in my mid 20's with no man to help so advice would be great that I can actually, physically do! I'm wondering if I should just re-contact the site manager? and also if it would still fall under their responsibility as they are still building, what do you think? I don't really have money to throw around to a plumber or dyno rod, I have a mortgage by myself so any 'money saving tips' would be fab

Most light traffic inspection covers are very lightweight and easy to lift. Where's your sense of curiosity, lift one and have a look.I can afford anything that I want.

it may even be a abs plastic type screw down cover and frame0

well, thank you for your "helpful" tips! But I managed to unblock the toilet all by myself! I'm actually quite proud, being a blonde! no help at all

No idea, but after excessive use of a pump plunger and a coat hanger, followed by some cleaning chemicals poured down it and a million flushes it now flows like usual lol0
