if she didnt know how to house train it her self in the first place she shouldnt have got the dog!0

I think it was brave to take on a non house trained dog and ask for advice. Dismissing somebody who has taken on an older dog and telling them they shouldn't have got it is very negative........Please forgive me if my comments seem abrupt or my questions have obvious answers, I have a mental health condition which affects my ability to see things as others might.0

Remove the paper. It is confusing for the dog. First you are training them that it is ok to pee/poo indoors and then you expect them to know that it's ok not to once they start to get the hang of going in the garden. The dog does not understand that one day it is acceptable to go on paper and the next its not.
Take the paper away and take the puppy into the garden every time you want her to toilet. She will probably still have accidents inside unless you are 100% vigilent but you should just ignore them and clean up with something like biological washing powder diluted in warm water.0
