Hello,
My sister is thinking of upgrading to the Iphone 4s on a different network and she is thinking of giving me her old Iphone4. I am currently on a different network (pay as you go) then her old iphone 4. Is there way a I can keep my old number?

Two possibilities:
a) order a PAYG sim card for iPhone from the network your sister is on and port your number from your network to the new sim.
b) If the phone is unlocked (unlock it if it isn't) order a replacement micro-sim from your network or cut your existing sim to a micro-size and use it in iPhone
As iPhone is known to eat loads of mobile data, generally PAYG is not a good option with very few exceptions like giffgaff.
The third possibility is to switch to some other network with data-friendly sim-only contact or PAYG.0 -
