ClicK on "preferences" in My Ebay
Click the show button on "Buyer requirements"
Click on "edit"

You can then set your preferences to block buyers from countries that you don't ship too.

Just stating it in your auctions doesn't block them and as we all know not many buyers read the listings properly.
