New Main 30 HE Boiler - is it Legal?

I've been quoted to have a boiler replaced (by Gas Registered Engineer, who came as a recommendation), and the cheapest quote was for a Main 30 HE (which I'm told it a rebranded baxi, and a decent(???) budget boiler).
Doing a quick search though, and I've seen things mentioning it being a "SEDBUK Band B" boiler, and these boilers now being illegal to fit in the UK.
[STRIKE]In fact, thinking about it, another quote I got (different installer) was for a Worcester 28CDi too - which again seems to be SEDBUK!!![/STRIKE] Edit: it was a 27CDi
What's going on?!?
Is this illegal (in which case I assume I should avoid the installer completely)?
If it is illegal, how can they still sell them (and with warranty)?
Can someone with more knowledge on the subject (i.e. in the trade) shed some light on this, or comment further?

The October changes will mean that installers will not be able to specify B rated condensing boilers from 1st October onwards.
However, installers can continue to fit Band B boilers until April 2011 providing the order was taken before October 1st 2010.
The exception to this rule is oil-fired combination boilers which can continue to be installed.Get some gorm.0 -

Thanks, though we're now in 2012, so does this make is downright illegal?
(I assume it's related to efficiency rather than safety)

Yes...begs the question 'why is this installer fitting Band B boilers in contravention of Building Regs?' ....unless it is the Main 30 HE A ([FONT=Arial, Helvetica, sans-serif]GC No. 41-467-20)[/FONT] And the WB..are you sure the quote wasn't for this one?

Minimum permitted efficiency is 88% under SEDBUK 2009. If you install a non compliant boiler, then you won't get a Completion Certificate (which is organised through Gas Safe Register by your registered installer), and will cause problems if you want to sell your property.
You can check the efficiency of any boiler at www. sedbuk. com - I'm pretty sure the Worcester 28CDi was discontinued in 2007, so they might have one left that they want to get rid of...0 -

How would I identify it (if it got as far as installation time)?
He'd asked for cash payment on installation (should alarm bells be ringing?). Would it be recommended to hold 25 or 50% back until I received the certificate?0 -
Your written quotation should give full specification of the installation e.g. make and model of boiler among other details. More here.
Many RGIs take cash payment...doesn't mean they are dodgy...might have been burned in the past by cowboys customers. My OH prefers electronic transfer these days and would expect payment in full on the day the installation has been completed.
Btw..the GC (Gas Council)Number on the appliance identifies the boiler...also on Sedbuk database.

Though unsurprisingly that was significantly more expensive than the verbal quote I accepted over the phone.
Would I be right in saying if I call him and mentioned the "sedbuk band b" subject, he'll know what I'm talking about. Other threads have suggested it may be an Eco 30 - we'll see.
If I were to go ahead, how long should I expect the completion certificate to take, and would it be reasonable to hold back part payment until I receive it, and the gas safety certificate?0
