Hello everyone 
My parents where recently travelling to Central London for a hospital visit & have been photod with the rear end of their vehicle in a yellow box
Have a fine come through from Transport For London. I want to write back to them.
Can one argue:
1) They where keeping up with traffic and it was dangerous to stop
or something to that effect
2) My mother has mentioned that a vehicle with sirens was approaching
(Whether it did end up coming the same road, or appeared from the distance to be coming down the road she was on (eg it turned off at the last moinute) I do not know...ill need to check with her exactly what happened)
3) One of my parents has a serious medical conditions and they have been going to town every week for 6 months, my mother wondered if by mentioning this, Transport For London will be leniant (i.e. it was a mistake/ misjudgement on her part re the box)
Is there such a thing? Will they even consider such plea?
I would be greateful if there are options here

The important thing to remember is the offence is NOT being stopped in the box, it is entering a yellow box when your exit is not clear. IE there are 2 lanes and only one gets blocked after you enter the box and one is clear then there is no offence, not that a council will let this get in the way of collecting money. Arrange to view/get a video of said offence to check if there was a clear exit when enterring the box. Gat all pics,pcn etc and copy all sides and remove identifying details and post this on pepipoo.com. Its not often that one of these gets upheld.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

There's a big discussion on CAG about this Peter.
It's a two part contravention - the exit has to be blocked AND you have to have stopped. You can enter the box when the exit is blocked and commit no wrong if you fail to stop, even it means driving at 1mph or weaving about to stop the car coming to a halt.
Similarly, as you say, if the exit was clear when you entered the box, there is no contravention.0 -

And on top of that there have been several adjudications saying that TFL postal PCNs for moving traffic offences are flawed and allowing appeals on that basis. One adjudicator disagreed but 2 have been allowing all appeals where the appellant raises the wording issue.

Hello everyone,
thanks for your help so far, I have gone on pepipoo forums and can see there is a big issue where most of these Penalty Charge notices are illegally worded (according to the law) and one can claim that therefore the charge is invalid...so thats my first line
Actually looking at the photos from the Penalty Charge, the photos on it relate to my mother exiting the junction...so that really makes the thing irrelevant, that DOESNT prove the exits where blocked when my mother first entered the yellow box
So I think ill use the illegal wording arguement from the pepipoo forums and also say that the photos are not proof
Any other advice be greatly received
