Cheapest running costs

We are living in Crete, Greece and would like to pick peoples brains as to the cheapest method of heating our apartment / water during the winter (yes it does get cold over here!!)
I have two methods of doing this:
Using the Oil boiler to heat the water and apartment at .98 cents/litre
Using the air conditioner (3.6KW) on heat and the immersion heater (U/K wattage)for the water. (electricity is at present 0.072c per kw/h)

    Especially as your air conditioner should be giving you better than 1 to 1.

    And your elec tarif is quite cheap too.
