He had ID on him stating he was from DWP

As has been said means little I am afraid. Anyone can knock up a fake ID using a PC & laminator.

If ever unsure, take name and any ID numbers, ask them to wait on the doorstep, lock the door and phone the company.

Just to clarify what caz3121 said about the '3 nights rule', it is not true they take in to account the whole picture and individual circumstances. The first question on this link clarifies (.gov.uk link)

    That means very little.

If in doubt, discreetly lock the door behind him, make an excuse to slip away and then call the police.

If you intended to suggest locking the door with the visitor outside, why not just explain that you want to confirm their details. Afaik their ID should have a number you can ring to confirm the details. No need for any cloak and dagger or "discreet" action.

However if you intended to suggest locking the door with the visitor inside, you'd leave yourself open to charges of false imprisonment if they were genuine. Which would be a bit silly. Whereas, if they were masquerading you'd stand a good chance of being on the receiving end of a bit of violence.
