    The fact that you have a PCN proves that Edinburgh City Councils parking dept enforce around the clock and are on 'official' duty.

    If you didn't see a warden about that'll be because they drive around in a van at night in pairs for their safety.

    As for having better things to do with their resources, you've clearly not ever had vehicles causing you an obstruction have you? - Perhaps if you had you'd think about the yellow lines keeping areas clear for fire engines to have a large clear turning circle, ambulance access etc. Whilst the councils do admittedly use it as a cash cow there are yellow lines for a reason and its the councils duty to ensure they deter motorists from parking on them.

    If you went to appeal claiming the CEO wasn't on 'official' duty and that the council has better things to do with their resources you'd lose without a doubt.
