The issue is it was the op's penny NOT the shop assistants. Therefore it is up to the op to decide what to do with it.
Simple really :AI'm not that way reclined
Jewelry? Seriously? Sheldon you are the most shallow, self-centered person I have ever met. Do you really think that another transparently-manipu... OH, IT'S A TIARA! A tiara; I have a tiara! Put it on me! Put it on me! Put it on me! Put it on me! Put it on me! Put it on me! Put it on me!0 -
100 penny's make a pound. I for one want my change. What I do with it is up to me, as I earned it, and it is mine.0

This has only ever happened to me in the USA - put me off using cash there.[0

I had that happen once, I had to catch a bus so didn't stop to argue but I would if it happened again, of course I want my money! Also as a cashier myself I would never assume a customer didn't want their change.0

Its been said on this site quite a few times that realistically, you should pay in the exact amount because no change can be demanded.
If for example something is £9.99 and you offer £10 as payment....you're offering £10 in exchange for the goods, not £9.99. At least this is how it has been explained previously.
Both parties to a transaction are free to agree to accept any form of payment whether legal tender or otherwise according to their wishes. In order to comply with the very strict rules governing an actual legal tender transaction it is necessary, for example, to offer the exact amount due because no change can be demanded. You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride0 -
I can honestly say this has never happened to
me. Maybe I just look skint and I need every
penny I have
But then again I rarely pay with 'cash' now,
nearly everywhere takes cards, and where I
do pay with cash or change its usually at a
supermarket self service till.0 -
sometimes customers dont want to wait for change but i make them as if my till is up or down and not spot on, i can get into trouble0

In Australia (and other countries) it's an official procedure called 'cash rounding' as they have abolished 1c and 2c coins. Took me completely by surprise when I as told about it in some shop.

As others say, it is your penny so you should get it. To assume you don;t want it because it is only a penny is terrible customer service.
In relation to the meal deal type thing you mentioned, I always get something similar in the local shop. If i buy a 2 Litre bottle of pop for £1.20 they always say you can get another for only 99p and stand there and wait for me to go and get one as if I'd be mental not to. I then say I don't want another one, they then thing I am crazy for missing out on such an amazing bargain but what they don't seem to understand is if I only want one bottle of pop (which I obviously do as i only picked up one) then regardless of whether a second bottle is cheaper or not it will still cost me 99p more than I want to spend.
If i wanted 2 bottles, I would have picked 2 up. It really winds me up !!0
