Can't access broadband, not sure if PC or line at fault

Hi My friend has moved house and transferred her provider AOL broadband. She appears only to be able to access the internet if she removes the telephone handset, then selects broadband on PC and this gets her the internet access. She has a filter on the phone point. Can anyone give me some advice as to if the fault is with the PC or a line fault.
Are there any PC settings that would confirm what the PC is looking for when the internet is accessed?
