I am unfortunate enough to live in a flat which was built in the late 80's. Gas is not available and everything is electric.
The flat was fitted with a Fortic tank (great for HW pressure...not) with 2 immersion heaters (one peak and one off peak). This was leaking when the water was first turned on and has been subsequently replaced with a std rate immersion and a normal HW cylinder.
The storage heaters were very poor at retaining their heat in the evening (but could roast you in the morning).
Are modern storage heaters any better at managing their heat. I have read all the sales literature but I am still not convinced!
I realise that electric heat is 100% efficient at source and please dont convince me to buy a magical 'thermodynamic' radiator.

Im in a very similar situation to you with regards storage heaters, 2 emmersion heater switches (the E7 one has stopped working!).
I HATE storage heaters...as you said they use up their heat too early. I have an electric fire in the lounge for the evenings....this only uses 1kwh, so not too bad as it's only on for a few hours before bed!
Anyway, the answer to your question is NO! I recently had to replace the one in the hall. Got Dimplex slimline, same kwh as the previous one......exactly the same....it loses heat early evening!!
I would love to have normal radiators/heating as many others do, but for now, it will do!
