It is unlikely you need planning permission for those but it will depend greatly where you are, in some conservation areas the planning rules are very very stringent, check with your local planning department first.
You may have to involve the building inspector if any of the changes will be structural in any way.
The other thing to watch for is breaching any covenant there may be on the property which can prevent some changes to the usage of rooms and put limits on fencing style, height and colour, you should have been made aware of these (assuming you own the property) when you purchased it.Signature No Longer acceptable -

As far as I know you dont need planning permission for any of the above.
A quick phone call to your local planning dept would be advisable to avoid any future problems.
Only thing is fences cannot be more than 2 metres in height0 -

we asked our council about changing internal walls. They said we didn't need plannning permission but needed a building warrent. (at a cost of course)
They also said if we didn't have it, then when we came to sell the house we would have to get a 'letter of comfort'. (also for a fee)0 -
I live in an ex-council house and I had to ask before knocking down a wall in my kitchen but didn't need planning consent as it wasn't load bearing.Nothing to see here, move along.0

The first couple of queries :

brick an exit door up (provided not external and in a conservation area)

do not require planning permission (unless a listed buidling, then listed building consent may be required). A building warrant may be required. Contact building standards/control in your local auth.
Fences may require planning permission depending on height. Fences cannot be more than 1m within 20m of road (up to 2m elsewhere), they also cannot be erected in the curtilage of a listed building. In addition if within a conservation area (with an article 4 direction in place removing PD rights over fences) permission will be required. Furthermore there may be a condition attached to the planning consent relating to the house/housing scheme removing some PD rights, therfore requiring permission where normally you would not need it. PLease check with you local auth planning dept to make sure.

We needed planning permission for our fence as we live on a corner plot so 2 sides are next to roads (very quiet cul-de sac). The side fence is 6 feet high and we could only have it 3 feet at the front as it would obscure the junction if it was taller which seemed stupid as it was going to replace an 8 feet high privet hedge!
Planning permission is needed if you are moving/removing a load bearing internal wall0 -
Internal work involving the removal of walls does not require planning permission unless a listed building. Planning permission deals primarily with the external appearance of the building and impacts on neighbours and the general amenity of the area. Internal structural work is deal with by building control/standards. Please contact your local authority to determine whether a building warrant is required.0
