Yeah, we've got the answer to the OP's question, only the police (and emergency services AFAIK) are allowed to direct traffic.
Flashing your lights means 'I am here'.
There's no law about giving up your right of way.
Courteous driving is good. Slow moving traffic, you can create a gap without holding people up, someone who has been waiting for ages gets in. I'll not say whether to flash or not, but the above comment about eye contact is a good one. Hand gestures count about as much as a flash of the headlights, ie for nothing. If that driver has a crash, it's their fault.
The problem is people who just let other cars out without thinking - jamming on the brakes and stopping 10 cars in a flow, just to let out 1 car that just arrived at a junction, Strider's point about near traffic lights, the people who are let out, crawling, and as has been mentioned, letting people out when you know they can get out anyway. Over-courteous or something, but courteous makes it still sound good.0 -

I *never* trust another driver when they flash me in/out of a junction etc. I will only go when I am sure.
I've actually been beeped before by someone flashing me when I could see that there was a bike soon to be in my path.0 -
During my motorcyle test I was flashed by a vehicle who wanted to let me through a junction although it was his right of way. I stopped where I was and shook my head to indicate to him that I was not going to go. When I was debriefed by my examiner he told me I did the correct thing.
If everyone drove as per the rules of the road we would all know what to do and everyhting would flow much easier0
