Many people in low paid or part time employment are also eligible for housing benefit and a reduced council tax bill because they are means tested and is based on income, even if he's not eligible for any other benefits like tax credits or Job Seekers for example.

Therefore, it is possible he is entitled to some HB and a council tax discount, too, as he's only earning around £100 per week, so long as he doesn't have capital, such as savings above 16k (reduces for savings/capital above 6k).

If he is a private tenant, you can find the maximum rate of LHA he is entitled to on the Direct Gov website, then put his details into the Turn2us online benefit calculator which will factor in his wages.

Does it say he's entitled to any HB or CT discount?

Still worth double checking his HB and CT on an independent calculator.

How much is his rent? How old is he? Is the cleaning job a regular employment role or is he self employed?

He wouldn't be entitled to something like JSA because he's in employment or Tax credits, because *i think * a single person without dependents has to work over 30 hours but perhaps it's different for the over 50s, don't know.

But someone with a low income could be entitled to HB and CT however few hours they work.

Get him to put his figures into the Turn2us online benefit calculator, once he identifies his LHA entitlement.

I think over fifties can claim for a year under 30 hours (seem to recall a friend telling me they were able to do so but maybe that's when coming off JSA ?))-also the thirty hours can come from more than one job so if he had two part-time jobs totalling thirty hours plus he could claim.
