The old lady is obviously a few marbles short, I wonder if you'd not be better off contacting social services, as the pigeons must be a health hazard, not to mention the disrepair of the rest of the property.
I realise there's a daughter there too, who may be the carer. Social services could help with things like applying for grants, if their circumstances don't allow them to tackle the jobs that need doing.I ave a dodgy H, so sometimes I will sound dead common, on occasion dead stupid and rarely, pig ignorant. Sometimes I may be these things, but I will always blame it on my dodgy H.

for MY peace of mind, I'd offer to arrange, & pay, for the hole to be fixed
living next door to a house that's in disrepair, & people who are like that, you're always going to have some issue that arises. I know, as I did - except that I got on fine with the old guy I lived next door to. and yes, i knew his house was a dump, but no, it didn't cross my mind he'd have rats/mice/cockroaches etc as lodgers.

How can a woman of 80+, living in a house with no guttering or windowsills, with a garden from hell to look out on and moaning neighbours be anything other than vulnerable.
You may not have been aware of a few pigeons when you bought the house but you were certainly aware of the house and the state of it, have a look at allotment solutions to birds and leave the poor woman alone, if the inside of the house is anything like the outside she probably won't last much longer then a developer can buy it and build you a nice block of flats next door..see how you like that!0 -
