    No hinged flap!

Post a picture of this boiler.

Well yes, but it's still a red herring question. If your radiators are capable of delivering 10kW (minimum modulation) then the flame will not extinguish unless the roomstat clicks off.

You probably have over 10kW of radiator "capacity" but at any moment in time this will be influenced by your TRV settings. I prefer a simple "rule of thumb", a hot large radiator = 3kW, and a hot small radiator = 2kW. Go round and add up your "hot" radiators.

    14 rads - 6 large = 18kw, 2 small = 12 kw, 2 turned off.

If you read the manual that you have linked to "The appliance will control the flow temperature between 79 °C & 87 °C dependent on system load".

I still don't understand exactly what your problem is? When was the system last serviced?

Are you saying that after 2 or 3 hours of heating the "not switched off" radiators are all "hot" (as opposed to "warm")?

I'm not sure when the system was last serviced - we are tennants that moved in to this house in Aug. Could ask Landlord but would guess it would have been April time as that's when the Landlord moved out so will have had to have it serviced as a Landlord before putting house on rental market(?)
My problem is that I thought on boilers when the water temp was hot the flame goes out (so you stop using gas) and the pump continues to push the water around to the rads. With this boiler, the flame is on all of the time so always using gas. Pump never functions independantly.

Yes... so hot you can't touch them.

Finally...it's obvious why you are using so much gas. Your radiators are capable of outputting all the heat the boiler is capable of providing (min 10.4kW, max 24kW). Unless a number of rads close down by TRV action the boiler flame will never extinguish.

There are a number of possible reasons ranging from very poor insulation to the effect of the lack of control of a roomstat in the hall? (from memory). Possibly the system is badly balanced.

You need to pay much more attention to actual room temperatures. I won't say cut-back until you are aware of the actual temperatures but if you are (reasonably) happy with a room temperature and the radiator is still "hot", reduce the TRV by 1 number.

House has wall and loft insulation so wouldn't think it would be insulation. yes stat is in the hall so lack of control will contribute. Landlord sent someone out last week to balance the system but not noticed any difference (?)
I'm getting some paper room thermometers today from my step dad and putting one in each room so see if I can lower hall stat, but going back to the TRVs - we don't have them on all the rads. Got them on the 2 rads in the lounge, downstairs toilet, 1 hall rad downstairs, our room and our ensuite (rad off in ensuite though). No TRVs in kitchen, playroom, kids bedrooms, office, 1 downstairs hall rad and upstairs hall rad.

So to slightly update my earlier advice "you need to pay much more attention to actual room temperatures. I won't say cut-back until you are aware of the actual temperatures but if you are (reasonably) happy with a room temperature and the radiator without a TRV is still "hot" screw down the lockshield valve by half a turn."
