So why unearth are the DWP allowed to float the new European Union Legislation yet everyone else has to step into line?

They aren't, the DWP isn't a bank, it sends the payments out and its down to the banks when it comes down to processing time and when they allow the funds to clear ;).

The reason why in the past the DWP didn't like to do electronic faster payments is because it incurred a fee each time.

Besides a FP limit of £100,000 a day doesn't take that long to reach ;)

They shouldn't do this and its against procedure to do so.

Only for some reason explaining, this can be changing within JCP manager approved.

There isn't any incurred fee surely ?

I thought so. So all of those who sign-on on a Tuesday are at an advantage to those who have to wait over the weekend to have their payments processed. Mmmm.
You would think that in this day and age 'working bank days' would be extinct. It's all done by computers which, last time I checked, don't have weekends off.

The reality of the situation is the receiving bank knows that the funds will be honoured and after 24hrs its pretty hard to get the transaction reversed anyway.

The whole bacs system and working bank days is just an excuse to hold onto funds "in transit" and so earn interest from them

In 2010 there was a big push to ensure that benefits were paid out on the correct days and not early or late. Its something I was heavily involved in fixing situations like you have described which had not been corrected.

While the error reduction was being carried out the guidance for benefit delivery centres was changed to refuse all such request and instead signpost towards crisis loans.

The Faster Payments limit would apply only to the sender and their is a limit to how much in funds can go by FP per day.

Much like the CHAP'S fee charged by banks for a same day payment larger than the maximum FP allowed, e.g for example when you are buying a house.
  • I have to wait 5 days because my signing-on day is on a Thursday! (so I don't get any measly benefit money until the following Tuesday!). It's a prehistoric system and very odd - if you are on incapacity benefit you get your payment in your account on 'signing-on' day - so the rest of us are at a disadvantage.

IB/ESA/IS etc payments are not subject to the same conditionality rules as JSA payments. Therefore as long as the basic entitlements are met (med certs etc) at the time the payment is due it is released 3 working days before the signing date.

For JSA, the payment is only released when the Jobcentre confirms conditionality has been met for the period in question - jobsearch, availability etc - if this is not done, payment will not be released.

There is a difference - and technically there is no disadvantage after the first slight delay. The payment is still for the same period, it just arrives later. You just need to budget better.
  • Sorry, but I disagree. I am at a disadvantage if my payment arrives later than someone else who is claiming the same benefit. End of.

They can and do pay the same day in some circs when the JCP has made yet another c*ck up as has happened with my clients on numerous occasions. Payments are made they way they are to control what they see as the plebs !!

To be told to budget better is an absolute insult.

I don't usually give my opinion as this is not the correct forum but sometimes........

guidance - that's exactly what it is - guidance, not law but something those in their ivory towers decided would be the best way to deal with it.

No extra staff on the crisis loan lines though so no-one could get through anyway.
