He is the low life scum! No reasonable person would resort to that if the transaction was genuine. Yes I would refund the £1 payment to him, it won't affect the other transaction. Make sure you do a refund through the transaction he sent you and dont send him a separate £1 back.

If he keeps sending you money I would phone Paypal and let them know. In fact I would be tempted to phone Paypal anyway and explain the situation. The guy deserves his account to be closed down just for the insults in my opinion!

Did he send the insults via the dispute messages? Great evidence against him if he did!

Yes, he did send the insults via the dispute messages. I'll refund him the £1 and see what happens. I hope he doesn't repeat or try to make something of that though because that would definitely be quite annoying. I'll phone PayPal if he does because he seems to have sent the money as a 'purchase'. Thank-you!

I wouldn't be surprised if it's just a young kid who thought he could scam himself a few quid and has now got in way too deep and is resorting to trying anything now! If it was genuine there is no way they would say to keep the money and the tickets!

Just wait, the ball is now in his court. He needs to prove that the item he sold been delivered.

Keep all contact now through the Paypal dispute. You could put "I have raised this dispute as you failed to contact me after payment was sent. No item has yet been received."

In short, he will need to upload a tracking number into Paypal, which will be shown online as delivered. Only then will paypal decide in his favour on an Item Not Received (INR).

Sending the tickets normal post etc, is no good as its not tracked online.

Wait for the items to arrive, or the tracking number to come active online. If the 9th comes and no items arrived, push the claim to dispute and sit back & wait. Keep all comms through Paypal, and ignore the fake threats of Police/Customs/Friends etc.

Hi. I advertised to buy some tickets on GT, a seller responded, had two tickets so I said I'd buy both.
What sort of tickets? Concert? Travel? Other?

The PayPal Buyer Protection (https://cms.paypal.com/uk/cgi-bin/?&cmd=_render-content&content_ID=ua/UserAgreement_full&locale.x=en_GB#13.%20PayPal%20Buyer%20Protection) specifically excludes "travel tickets (including, without limitation, airline flight tickets)" - see Section 13.3.

Hi. They were concert tickets so I guess that should be OK? I asked him to provide proof of delivery, he replied that I should 'PROVIDE PROOF OF MONEY BECAUSE MY BALANCE IS', and then in a new message (an hour later):

    PayPal balance: -£45.00 GBP
    Resolve your negative balance
    LOL

God. This (the way he's acting) is quite embarrassing, I have to say. Does it make any difference if he's withdrawn the money? Oh well. Can open a claim from the 9th anyway. I think I'll just ignore him now, lol.
  • Unless you are really desperate for the tickets and can't get hold of them from elsewhere, refusing delivery of the letter (if it ever arrives) might not be such a bad idea.

If the seller is a scammer, and this look very likely, they may well just send you an empty envelope by recorded delivery so that they have valid proof of delivery.

If this was to happen, you can change the paypal dispute from item not received to not goods not as described, but this would then delay your refund and there is a remote possibility that the "seller" would win the dispute.

At least with a non received claim, you will win unless the seller can show delivery. (and not just attempted delivery).

A recorded delivery tracking ID will not show in the RM system until a delivery attempt is made.

If you are in when a delivery attempt is made, have a look at the item before signing for it, you may well be able to tell before signing whether it is tickets etc.

Some people do just get irate, just remember don't close a claim until you are completely satisfied.

Recorded delivery does show online before any attempt at delivery is made. Any that I send show the message 'this item was posted on xx from xx at xx and is currently progressing through the system'.

That's as far as any of mine ever get , regardless of whether they are dleivered or not.

It doesn't matter if he has a negative balance, PayPal will pass the debt onto a debt collection agency if he won't pay it back voluntarily and close his account.

I'm 100% convinced he is a scammer now. He thought he would get away with it if he withdrew the money. I'd love to see the look on his face :)
