Please could someone settle an argument.

A few years ago, January 2009, I drove past a car in a garage and caught it very slightly. It was so slight that the woman said there was no damage to her wing at first then she spat on the paintwork and rubbed it with her glove and said there was a dent. I could not see the dent but I exchanged insurance details with her.…

So what happens if a named driver makes a claim, and then subsequently gets their own vehicle and insurance? Do both parties have to declare a claim/accident to their respective insurers - one as the driver who had the accident, and the other as the insured party? That would allow the insurance companies to collect two lots of increased premiums.
