I was in Italy last week and on the 3 Newtwork, I could receive and make calls within my inclusive allowance.
I find buying a local Phone card allows you to make cheap calls back to the UK - costs about £5, and can make about an hour of calls. Pretty good.0 -

What network allows you to receive and make calls abroad within inclusive allowance ?0 -

My daughter is on the 3 network and used her mobile phone in Egypt and in Vietnam for the same call charges as they are here so I'm sure you will be able to in France.2008 Comping ChallengeWon so far - £3010 Needed - £230Debt free since Oct 20040

Depending which UK network you are on, there are interesting options available.
For Vodafone look at Passport, which means a 75p connect fee per call, then the same charges as at home, as long as you stay on the nominated network per country.
The 3 Like Home mentioned above applies only when roaming on another 3 network, which there is in Italy but not France.
O2 have just launched My Europe Extra. My Europe [ordinary] means incoming and outgoing calls at 35p, but Extra has a £10 a month fee, then incoming calls free, outgoing at 25p, while roaming on any network in 31 listed countries.
If you think about using a local SIM in an unlocked phone, there are three French networks: Bouygues, Orange, SFR. They don't have attractive ordinary tariffs, but there are some interesting bundle options that you could use via a calling card, and I would also look at callback services.
