Anchor group is a big company who employ thousands in the facilities market, Supplying security guards, cleaners, caterers and the like. Like one or two of these kind of companies they have a PPC bit. I have only seen a handful of Anchor and a couple of Care parking charges.
Like the rest of the big boys I don't think they go any further then the usual letter chain, although we haven't seen which track they follow.
I am sure if they were the troublesome kind, you would find more information on the interweb!0 -

i sent the following letter, today i got a letter advising it was cancelled
Date of Issue 02/01/12
White Rose Centre Leeds
Dear Sirs
As the registered keeper of the above said vehicle I write to confirm that the above Parking Charge be immediately cancelled. Your officer checked a Disabled Blue badge and confirmed it was all in order, whilst next to the above said vehicle but still continued to write a ticket to place on the vehicle windscreen. The badge was displayed in the vehicle however it was on the Driver's Seat and had fallen off due to the wind. Your employee confirmed the Charge would be cancelled.
I do not agree that I am indebted to you in anyway.
If you believe that I am then please will you supply me with full details of the basis upon which you say that an obligation exists.
For the avoidance of doubt, please note that nothing which I receive from you will be treated in confidence even if correspondence which you send to me is marked "confidential".
Also please be aware that under contract law any enforceable action can only be taken against the driver and not the registered keeper. It is your responsibility to establish whom was the driver, which may or may not be the registered keeper.
Unfair Contract Terms Act 1977 which clearly states under group 5 para 1(e) that “Terms may be unfair if they have the object or effect requiring any consumer who fails to fulfil his obligation to pay a disproportionate high sum in compensation. Under this statute you can only charge a penalty which accurately reflects the loss of income you have suffered arising from that breach. As the parking is free at The White Rose Shopping Centre I therefore am not indebited to you in anyway. The Blue Badge scheme, its laws and regulations with regards to parking has no validity on private.land.
I will not enter into any further correspondence with regards this matter. Unless you are writing to confirm the parking charge has been cancelled any correspondence from yourselves or your group of companies will be dealt as harassment, and subject to reporting via the appropriate authorities.

Well done! They were always going to cancel the charge after getting that. Not out of the goodness of their hearts, but in a desire to save any more postage as they would have been 100% convinced they were never going to extract a penny from you.
However you could have achieved the same result without paying for a stamp by IGNORING- but it must have been fun!0 -

it would of took me six months of opening letters and five times as much time, and i could not be bothered with the hassle. Had they pursued it further then yes i would of ignored it
I did not tell them of my address, i emailed them as the registered keeper. So it would of still cost them to get my details from the Dvla.
Some people say ignore others say send a letter or in my case email telling them to go and do one. I chose the first method then intended to the second one0
