Holiday chalet - want to sell but no deeds?

My mother-in-law would like to sell her holiday chalet (it forms part of a site with 90+ chalets on it) - originally this chalet was purchased by her brother 20+ yrs ago but due to his lack of use he agreed for my in-laws to buy it, again this would have been around 20yrs ago. Unfortunately monies exchanged hands simply in the form of a personal cheque made payable to her brother and his wife, nothing else was formally done to log the sale!
My in-laws have always paid the annual ground maintenance charge on this chalet, along with council tax and other general maintenance costs.
Unfortunately over the years the relationship with her brother has completely broken down for many other reasons, it has become quite hostile at times.
It is now after the recent death of my father-in-law that she would wish to sell this holiday chalet as it is no longer used and she would like to have the benefit from its sale.
How can she do this without any deeds and in view of the fact that it was purchased by such a 'loose' agreement between family members?
Any advice would be really gratefully received!

on paper it still belongs to borther, yes?
other than appealling to better nature, not a lot. a court battle involving proof of paying the £20k over and ground rent might give you a result. or it might not and jut cost a lot.
