Cheapest iPhone 3gs/4 With Less Data

I've read Martin's article about the cheapest options for various iPhones but I don't need a lot of data and he only lists the cheapest deals with 500mb of data.
I am considering buying an iPhone for only one main reason, I am visually impaired and have been told and read by various sources that Apple are way better than any other company for their accessibility functions.
(I recently tried a Sony Ericsson Arc S but that was no good.)
So, I don't want to surf the net constantly and I don't tweet or watch Youtube so can someone tell me of any decent price plans out there for less data usage.
I don't mind if it's a PAYG or a contract and not really bothered who it is with.

The only thing I would be careful with is how quickly the iPhone can actually use data. Downloading apps can quickly consume your allowance and some providers can charge a lot if you go over. If you are going to take a lower allowance make sure you have a way of monitoring your usage. It would be pointless if you get a low allowance but end up getting charged a fortune for going over. At least with 500mb you know you will be covered.0

You may well need 500MB of data.
Simple things outside of wifi at home are:
viewing itunes, app store, weather updating, downloading any app, apple's imessage service, icould service. etc..0 -
Thanks to all for your help. I went for an O2 iPhone 3GS refurb on a £16.50 a month contract (the amount of data can be varied from 500mb downwards) and given him indoors the O2 sim. I have put a T Mobile sim in which, as well as mins and texts, has unlimited data and is on an 18 month contract with redemption every 4 months and at the end of the 18 months hopefully I will have received every penny back.
I do most stuff when at home using wifi and have my mobile network settings set to off at all times.0
