  • If the account is dormant then no card or PIN will/can be ordered until the dormancy has been taken off.
This can be done by her taking ID and address confirmation to a branch.

Why does sister not want to go into a branch?

There's no such thing as 'dormancy' with RBS/Natwest accounts. It's either open or it's not.
  • Has she got an old cheque book or paying in book? Both acc# and sort code will be on there.

I don't think she got a paying in book etc. Certainly hasn't mentioned it

No idea other than preference. "Just doesn't".
  • In the time spent on here asking questions you could have just visited a branch problem solved.

making a small (eg 10p) online donation to charity by debit card will confirm whether the account is still active and should trigger a statement (which will show the account number)

If the card works , it could be used to open a savings account which accepts debit card deposits

The jobcentre may know the account number if the account was used for benefits payments

Please show me where time was mentioned as being an issue.

And then when you can't find that, please find the part where i mentioned personal preference.
And then once you've done that, please hit the red X in the top right corner unless you've got something helpful to say.
