If the account is dormant then no card or PIN will/can be ordered until the dormancy has been taken off.
This can be done by her taking ID and address confirmation to a branch.

There's no such thing as 'dormancy' with RBS/Natwest accounts. It's either open or it's not.0 -
Has she got an old cheque book or paying in book? Both acc# and sort code will be on there.0

In the time spent on here asking questions you could have just visited a branch problem solved.0

making a small (eg 10p) online donation to charity by debit card will confirm whether the account is still active and should trigger a statement (which will show the account number)
If the card works , it could be used to open a savings account which accepts debit card deposits
