Line Rental?

Hi All,
What is Line Rental? I've had a good offer from tiscali (i'm one of the lucky ones who have been using tiscali for broadband for 18 months and am very happy with them) to supply my line rental cheaper than I currently get it from BT.
If I change to tiscali will anything physically change? I'm not very techniquely minded and would hate to make changes to my current setup.

Tiscali £10.99p a month line rental.
BT normally £11 a month but only £10.75p a month if you opt for paperless billing.
