Is O2 still the best value PAYG provider?

I'm shopping for a PAYG phone for someone who is convinced that a contract is the cheapest way to go.
So far, I've ascertained that £15 a month to O2, gets you 100 xnet mins, and enough credit to buy a 400 text and 2mb data bolt ons each month - thus for 15 a month we get 100 mins, 400 text and 3 meg for email etc (which is reasonable)
So far I havent found anything else close to this.. The contract from O2, e.g. sim-only online 20 gives 100m/400t/1mb dont seem as good vaue even though they are 1 month's notice-to-cancel and hence very much like payg
Can anyone else recommend anything? I would only really be interested in a contract suggestion if the "free" phone could be sold to subsidise the contract or if the cheaper-line-rental offer is easy to use. All the complicated "first and last X months of Y contract billed at 45.275% discount with cashback cheques in months 2 5 8, 13 and 14 of varying amounts when you send us your.. blah blah" are of no interest to me I'm afraid
Im looking more to PAYG because there may well be a scenario where the payment is not made on a particular month - with contract you dont have a choice whether to pay or not, and if youre broke that month then it gets awkward..

I just topped up mine with 02 and got 10% extra . The only problem I have with them is that the signal can sometimes be poor. But in my area that seems to be a problem for all but orange. Have you ooked at this page ...

I dont think you will get better tariffs than these, and you get a free phone as well. Only drawback is the 18 month contract.0
