They were not so much putting cars in bays, they were getting the cars in and out of the car park, There are lights at the end of the road and if drivers keep coming out of the park then it blocks the way in! They were holding them back so the flow kept up. Then there was one lady guiding people without kids away from the P&C (don't know how she knew they were not picking children up) but no one seemed to be arguing.
