How much labour (and how long in time) would it cost to replace a combi boiler with another combi (North East area)?

That is a 'how long is a piece of string question'
Regulations have changed greatly on siting, flue, gas supply pipes, ventilation. Presumably your old Combi is non-condensing? so it will require a condensate drain. Flushing of system? Magnaclean?
etc?
It is possible to spend £600 to £800 on a boiler and then anything from £1,000 to £3,000 to fit.
You might be best to get a full quote from BG, who will be very expensive but give detail of what is required, and then see how much a local firm will charge - but ensure you are comparing like with like.0 -
If its a straight swap and the condense can be fitted ok and the house has trv rad valves and a room stat it won't be too hard, depends of you want it power flushing and a filter fitted, as you can see its not as easy as some think, I'd expect to charge between £700-1200 plus vat depending on what extras you needed0
