Q about email account not connected to ISP

Sorry this is probably a daft question but hopefully someone can tell this computer numpty if this is possible.
I use Outlook Express for an email address I have with my ISP.
If I change my ISP then my new provider would give me a new email addy.
Is there an email account I can use not connected to any ISP that I can use with Outlook Express and that I can keep ad infinitum so I don't have to change email addy if I change ISP?
I like the fact that OE delivers mail and alerts me when it's received. I don't want to have to use web only mail. Is this possible?

I use Gmail, set up as many accounts as you want, e.g. a personal one and a business one.

Thanks for that Spud. So if I create an account now with Gmail while I still have an email account with my current ISP, can I add that to OE so that it will check and deliver emails from both accounts? Sorry again for the numpty question

Yes, you can, you can set GMail up to download into OE or any other desktop email program.No free lunch, and no free laptop

Your current ISP email account may last for a long time before its turned off .
I have some still working pre Broadband but others where turned off after a few weeks .
