1 meter 4 flats

I was wandering if anyone has had a similar experience to me (excuse the grammar and spelling i know iam bad at it )

basically the building i live in is split into 4 flats. it was the first flat ive ever had so when i got a bill for 40 pound a month for 2 pepole i thought thats a normal price. for the first year i lived in flat 4 a girl lived in flat 1 a couple lived in flat 3 and flat 2 was mostley empty but had a few tennants on and off so flat 3 had told me she had trouble with her water and had a meter fitted in her flat but thougth nothing of it then around about a year and a half ago flat 1 moved her boyfriend in and flat 2 got a peremant resident i then got a letter saying my water usage had gone up and that the water company needs to cheack for a leak they came out and found no leaks so i had been cutting down on my water usage thinking i had just been using to much this happened again they asked to cheak for a leak so while he was here i said that must be my meter because there was only one meter outside he than said no this feeds the whole building i asked if the bill gets split between the 4 flats he did not know 3 week later i went for the post on the same day there was a letter from northubrian water for me and flat 3 who has a indoor meter i noticed none for flats 1 and 2 (we have a shared letter box ) i opened it and found for the last year my 50 pound a month payment was not enougth and i was 400the letter said to keep paying the same amount for the next 2 weeks nothing from northumbrian water came for flats 1 and 2 then on the same day a bill for me and flat 3 my bill said to pay off the 400 arrears and a new estimate of 800 a year i need to pay 105 a month . i went on there website and entered my usage and there caculator said i should be paying 27 pound a month i then enterd a estmited usage for 6 people and got a result of 793 per year only 7 pound of the estimate i had on my bill i questioned flat 2 he had lived there since may and had never had a bill i asked flat1if her bill was high she said she would find out but has not and keeps avoiding the situation i rang northumbrian water told them this and some one is coming to cheack the water meter on 04/01/12 i know that they will find I have been the only one paying for water now i dont know what will happen next will my arrears be cancelled and will i get the extra ive payed back and has anyone had a simillar problem

also i would like to mention when i moved in 4 years ago my girlfriend had the bill in her name and i noticed there was only one meter which i tought was flat 3s how ever when i took over the bill was when i found out i had a meter and not a flat rate so a asked flat 3 where hers was and she said its inside her bathroom so i assumed the water meter out back was mine and that the water board would not connect 4 flats to one meter

Oh good, I thought it was just me and didn't want to say anything in case I was getting old.......:o

I just kinda got joint supply with one meter and a flat with an internal meter but after that my head hurt and I had to go and have a glass of wine...tee hee
