No it's not. See Lum's post, and an example here:

No repeater signs, just an NSL at the start - drivers doing 30mph down here are a pain in the backside! (The flowers on one of the lamp-posts by the way are because a van driver did a U-turn without signalling nor looking properly and killed a biker who was riding well within the limit. Apart from that it's a pretty safe road but being wide there's a lot of overtaking by those who know the speed limit of those who don't and assume 30mph).Long-haul Supporters DFW 120

You said buildings, with no mention of streetlights. My point was that it was the streetlights that are important, not the buildings. Why would it be fun if they turn off the streetlights? My car illuminates stuff at the left hand side of the road. On all UK cars the beam pattern is designed to. Or haven't you ever noticed your headlights reflecting off signs at the left hand side, the reflection of the light only stopping virtually as the front end of your car passes the sign?
Plenty of roads around my way where the streetlights (and the signage) are obscured by the trees, means you have to be alert. Fortunately most roads like that are actually NSL with repeaters but not all of them. I'm aware of them but I can see how people would be easily caught out.
And yes I'm well aware of the uptick in the beam pattern, though FWIW one one of my cars the uptick is all but non-existent as it has very small and very very convex projector lenses, the uptick starts and then very rapidly curves off to the left and downwards.0
