Where can I purchase Mobiles at Wholesale rates?

I am thinking of setting up a small electronics type business in the future - and amongst other things, I would like to sell mobile handsets (likely PAYG - not-contract).

Is it possible to purchase mobile handsets at wholesale rates if you are looking for a certain volume?

My initial instincts say that the 'big players' probably make it very difficult for newcomers to break into the market.

But, I have a potential customer base - and I need more information to explore the possiblities further.
