Mostly they're sourced from the Dell Outlet, there are some who make a full-time living by snapping up the bargains which is why the casual browser won't see a good deal too often. There are ways and means to check how old they are, so ask the seller for the service tag and check it out on the Dell website. As a rough rule of thumb, if it's any more than 3-4 weeks old then it's a return. Younger than that and it's never left the Dell factory before being bought by the ebay seller.
There are one or two to watch though, especially those who add VAT on top of the finishing price. Also always check the seller's buying history. I know of one seller who buys Dell scratch and dent systems on ebay and then relists them as new. As well as being somewhat unscrupulous, he doesn't seem to have the sense to use a different buying account to cover his tracks.
