I haven't yet inherited it and as far as I'm aware, the solicitors will be the one's retaining the funds after DWP checks until they sign them over to me.

Even if the solicitors manage the funds it may still be regarded as capital depending on the circumstances.
I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

If that's not the case, then what else could be the reason for this situation?

    This is all very confusing.

Firstly despite what others have said on here the other person (non-dependant) in your house is ignored if you are receiving the care component of DLA.

If you do have savings of £10k this would be taken into account from when you received it. For every £250 between £6K and £10K they consider you to have £1 pw tariff income so that's £16pw to be taken into consideration as income.

However if you have no other income (apart from your DLA) this tariff income isn't enough to mean you have anything to pay towards your council tax.

If you haven't any income and you haven't any savings you will be entitled to full council tax benefit.

Are you sure the council tax benefit hasn't been suspended or stopped because they allege you are living together as husband and wife or civil partners?

As has been suggested you need to ring the council's benefit section on Monday to ask why they've amended it.
I'll get you, my pretty, and your little dog too!

Has your benefits changed. They will often suspend HB/CTB when there is a change in your benefits. Without knowing the whole story it's impossible to say.
