    Probably the expansion vessel gone flat, or at worst has perished internally.

    If it is just flat then a standard £60 call out and the price of a new PRV should be all that's needed, around £80-£90 in total.

    Other way round, if Bg are busy with contract customers they won't take on your repair.

    Apart from the fact that the last man that worked on the boiler is either clueless or very sloppy, you probably have 3 different problems.
    You don't need any odd plumber, but somebody who specialises in repairs.
