Before you set off- you MUST be able to see, so clear all snow and ice from all your windows
- you MUST ensure that lights are clean and number plates are clearly visible and legible
- make sure the mirrors are clear and the windows are demisted thoroughly
- remove all snow that might fall off into the path of other road users
- check your planned route is clear of delays and that no further snowfalls or severe weather are predicted
MUST = Well I think it's obvious
^^ This is the only one that can land you in trouble
The last 3 points are nothing more than advice.....

It amounts to same thing I didnt say all of the rule was mandatory I mealy showed the rule due to the article. Most of the rule is common sense0

I always try to fully clear my car however there was about a quarter of an inch of snow frozen solid to my roof yesterday and I couldn't clear it - until the car warmed up on the motorway

I've certainly had a near miss from an ice sheet that came off the top of a lorry that was in front of me.
I'm baffled as to how ice from the car in front can hit the windscreen though ... unless you're driving mighty close (which probably isn't wise in icy conditions).0
