A buyer is not a client of the EA - and therefore not directly captured by the regulations.0 -
My line of thought was that the purchasers' solicitor may also need to fulfil a similar requirement under the new regulations against Money Laundering but this may not be the case.0

Yes, the buyer's solicitor will need to verify the buyer's ID for money laundering purposes. See the answer at post #25.0

This seems pretty ridiculous. It's been several years since I got mine, but don't you have to prove your identity to get the provisional (sending passport, signed photos, etc), and then to update it after you pass your test, you just fill in a form and don't send any further ID? So the provisional should be just as acceptable as a full licence.0 -
