No its currently the htc sensation Xe at 1.5ghz followed by the galaxy s2 and various other android phones and iphone 4s.0

The highest CPU speed doesn't necessarily translate to the fastest everyday usage. The CPU architecture and operations being performed could have a big effect on the performance.
The link above just lists by CPU speed and number of cores, I don't see any practical tests that justify these 'rankings'.
The iPhone CPU clock speeds are not officially revealed, but the 4S is believed to be running at 800MHz. This is much slower than many of the Android devices, but the real world performance feels rapid because of the architecture and tight integration with the OS.0 -

What do you want your phone for? Gaming,pictures,web browsing? If it's gaming then i would go for the Galaxy S II or the Galaxy Note. If you want a good camera, the Sony Ericsson Xperia Ray. As you have an Android phone, a Samsung one, the Galaxy S II is well worth a look.0
