and will people just stop suggesting the RSPCA just because a dog lives outside. 1 - lots of dogs live outside, this one is just barking and not being abused. 2 - the RSPCA can't do anything about anything, they're nothing more than the Salvation Army with kennels and leads. They have no right of entry, so a quick f*** off will see them on their way.

As i have just said the RSPCA can and do get involved. No they do not have right of entry but if they are that concerned they can get the police involved. Many dogs do live outside, as mine did for the first six or so years of his life but if they don't have adequate provisions then they shouldn't be outside, if this dog is outside shivering then maybe it's kennel isn't warm enough and that would be something the RSPCA would be concerned with and rightfully so.
  • But the police won't get a warrant of entry just because a dog is left outside, as long as it's got shelter, food and water then it's being cared for. Especially if it's let back in when they're home from work, as the OP said the owners have a white carpet and it'll make a mess of them.
So if the RSPCA turned up, all they can do is look over the fence, see it's got shelter, food and water, and then knock on the door. The owners can invite them in or tell them to sling it; which is why phoning them is pretty pointless just because it's outside and barks.

    ^^ nope ^^

as long as the dog is healthy the RSPCA won't do anything. They won't take the dog off them just because it's put in the garden all day.

OP, have a word with your neighbours again and suggest they get the dog a Kong. If it only barks for the first 15 minutes or so when he's put out, it should keep him / her entertained for a while.

I'm not suggesting that leaving a dog outside is necessarily cruel or a matter for the RSPCA. However, a dog that barks all day is probably suffering from separation anxiety and is clearly distressed. That is a matter for the RSPCA.

    he's not though,
    .

Initially at 6.42am the dog generally barks off and on for about 15 minutes then shuts up, so he's obviously NOT being liked the initial "I'm left all alone again" feeling. But by this time Ive been fully woken up. He does then sometimes bark a bit in the daytime, but I can put up with this.

    .

it's just a bout of barking while he (possibly) sees people moving about in the house. Once that stops and they set off to work he's quiet apart from the occasional bark.

theres one good thing in that you dont need to shell out for an alam clock

have a chat with the neighbour express your concerns

Did you read the OP? they have discussed with the neighbours twice and it hasn't done much.

OP, as has been suggested start with talking to the council.
    Thinking critically since 1996....
  • As someone else said. I would go back to the neighbour and advise getting a toy that they put food in to keep him occupied while he is settling after leaving, and say that if they don't/ that doesn't work you will have no choice but to go to environmental health. Be aware you will need to declare this when you sell as a dispute with a neighbour so don't take it lightly.
