If you go the pay pal way if you and the seller are found not at fault pay pal will give you the money back and they won't take it back from the seller
i sold a phone on ebay and the lady said it blow up but i sold it as spares repair so it covered me i still say it never did that...but any way she got her money back and kept the phone i also didn't have to pay her back because they said we were both not at fault.Nobody is Perfect. If the sim works and the phone won't and it's not blacklisted then its broken.
The only control the network have on a phone is to blacklist it's IMEI, all the other actions they can perform work only on the sim.0 -
If the ebay seller purchased it from cash converters, then it is a third-hand (or more) phone.
The ebay seller may not be the party that is at fault, but as you purchased it from them, as far as you are concerned, they are the party responsible as you purchased the phone from them and it is with them that you entered into an agreement.
It may be that the original owner of the phone (the one that sold it to cash converters) has reported the phone stolen. The ebay seller may, in turn, be able to return the phone to cash converters, depends on their policy.
If someone buys a second hand phone and then sells it on, there is no way they can be sure it is not about to be reported stolen by the original owner, so the seller is not totally as squeaky-clean as you would like to think (even if they themselves didn't realise this).
If the phone hasn't been reported stolen, then it is faulty.0 -

To report a problem with your seller, go to the Resolution Centre in My eBay and select the appropriate option to open a case. You need to do this within 45 days of paying for your item.

Is there somewhere I could take the phone to get it checked? I think I need to find out if it's broken or black listed?0

it sounds like a faulty phone not one thats barred otherwise tesco would know it was barred and blacklisted-not alot you can do if something breaks after a month on a second hand phone
