Water Meter Replacement

I live in a terraced house (single dwelling). My water meter is located in the pavement outside my house under a cover.
The water meter is getting a bit old and as a precautionary measure will be changed soon.
I understand that the replacement process is quite simple ie it unscrews much like a light bulb.
For clarity adjacent to my water meter (ie before it) there is a stop valve (hex) used to turn off the water to the property. I can post a photo of the pit ie water meter and stop valve if required.
Question: does the water supply need to be turned off at the stop valve (hex) for this to happen? reason I ask is that sometimes HID puts the washing machine on and if the water supply is cut off for the water meter to be changed when the washing machine is in operation, then the likelyhood is that it will probably harm the washing machine.
Many thanks for any info provided.

The water will be turned off to change the Meter.
I do not see a problem with the washing machine.
The worst that could happen is that the machine stops.I used to be indecisive but now I am not sure.0 -
As has been said above, the water will be turned off ..how else would they manage it ?
I am not really sure it would damage the machine as it would just stop surely ? This process happens to thousands of people with little reported problems so I should think you will be ok.There is a race of men that don't fit in; A race that can't stand still;
So they break the hearts of kith and kin, and roam the world at will.

Its not a silly question at all.
If the technician sees the water in use and no body at home then they wont change the meter they would call back another time0
