Only problem for them is when they call up O2 to get a PAC code, they will fail the checks, (SIM number, last top up time, and amount, e.t.c.) so will not be issued a PAC code.

Could they not top up the card then they have all the info they need?

I phoned O2 once to get a PAC for my PAYG mobile. All they wanted was my mobile number and they gave me the PAC over the phone.

I registered an o2 SIM card last week online - it sends you an activation code to the SIM which you need to complete the registration process - not sure if it works the same over the phone? How they could do that without physically having the SIM I am not sure?
