The trusts up and down the nation make many mi££ions each year out of the unsuspecting by farming out the responsibility to companies like ParkingEye I've no idea what the Kayll Road site made last year but you can bet it was a lot.
Most just cough up and whine about it later. Like you I would not pay, personally I'd treat it as a 'private invoice' and ignore them completely and see what hits the fan. Its unlikely that any trust wants the headlines when prosecuting a BB holder who was causing an obstruction, and even less likely in the case of a BB holder in a parking bay displaying the badge. They would have to produce evidence of the vehicle not displaying as per the Blue Book.
Don't waste your life chasing them, sit back & wait or tell them to produce the evidence and then wait. The next time you go take a good quality high res photo of your car with that days Sunderland Echo showing the date next to the Blue Badge etc.
I was going to totally ignore it but Im their most weeks and I wouldnt put it past them to clamp me, though that would look great next to (well there is the entrance to the building the Trusts offices are between the two) the Trusts chairmans parking spot with me calling the papers and making sure as many people as possible were watching.
These camaras must be a new thing as Ive been going their for years without any problems, like all hospitals its almost impossible to park their so the parking charges arnt stopping people taking cars their, I dont have a choice in taking mine as rural Durham dosnt have accessable bus's and those that have ramps the ramps dosnt work.
The best bit is, there are BB holders who do park in the ambulance bays, there are always some next to the Chester Wing entrance, I would never do that.0 -

sunnyone, .. .. I know the Workhouse / Poor Law Tute like the back of my hand .. .. ask the security office behind the switchboard if .. .. in your future visits to the hospital you are permitted to park there for the 'wide bay needs' it offers if displaying a BB.Disclaimer : Everything I write on this forum is my opinion. Sunnyone, I went to the car park early the next morning [wife received notice same day as you] and took photos of new signs which were errected on November 28th my wife was there on the 29th. Later that morning of receiving the ntice I phoned the hospital and asked for security, chap on other end said do not pay any money to them as when Parking Eye took over Hospital Trust told them to have 7 to 10 days grace, he also asked for full info date of parking, BB serial number, BB date op expiry and BB name holder. He also said that they had 55 phone calls relating to the same problem. I also emailed the H/Trust and got a reply that one of their Portering and Secrity managers would be conntacting me [nothing yet]0

I, also received a parking notice today from ParkingEye,after registering BB when parked on 1st Dec.Tried to contact hospital security, but lines are permanently engaged. Switchboard told me they have been inundated with calls since last thursday, so obviously parkingeye are just rolling out these letters to every BB holder who has ever parked in the hospital. This company stinks.0

The trouble you will have arguing and appealing to anyone is MONEY is sloshing around, lots and lots of easy money and plenty of it.
When large amounts of money are involved everyone in the scam gets a cut and we can be talking thousands of pounds a day here.
Do you really think anyone involved in the free money scam is going to tell you that you dont have to pay ?
GET REAL.
All you do is reveal yourself as a sucker who takes them seriously and they will turn the money extraction scam straight on to you.
If you feel you have done no wrong and owe them no money then dont give them any, if they want to play school bully and threaten to sue you in a civil damages court then like all bullies, dont let them call you out, IGNORE them until they put up or shut up in court then come out fighting like a lion and shred them.Hi, we’ve had to remove your signature. What exactly does the 'ticket' say ?
A local authority fine issued has the law behind it, the PPC has no law whatsoever behind it and is, as I said earlier, an unsolicited invoice and have no more legitimacy than a Nigerian email invoice for PCN money. Look carefully at the 'invoice, does it say penalty .. .. if it does it's an unsolicited invoice. It might say something like "blah blah requests a cheque payment to be made out to and offer an early pay discount" - that's not a fine its an unsolicited invoice.
Breaking the law is decided by a court and has a fine attached to it. Breaking a 'deemed contact' may result in an unsolicited invoice from a hospital or one of its contractors but which has no statutory powers to issue fines. If the hospital concerned uses ParkingEye as an agent [ not a sub contractor ] the the hospital itself could take you to [ law ] court but they would then have to fulfil all the legal requirements including proof that you were guilty - - precisely guilty of what, do they have a forensic quality photograph of you actually in the act of driving it / sitting in the drivers seat in charge of it / at the time ? And in all of the above two paragraphs I've not even begun to get into disabled parking bays / and / or / Blue Badge. Even though the blue badge scheme privileges are for parking on-street only, in this case the privileges of free Blue Badge parking are permitted.
Look .. .. these nasty clamper's do the disabled a service, if the were not there carrying out their insidious practice the disabled would never ever get into a disabled bay .. .. ever .. .. they would be chokka block with chav's hogging the bays until they could find an empty car with a satnav left visible, in addition to the fact that even without the chav's the yellow lines / cross-hatching / permit only / obstruction problems would be rife. The whole multi mi££ion pound industry and its procedures and architecture are designed to do just one thing efficiently .. get you to give [ they can't make you ] them money. When an institution like your local hospital gets on the money~go~round with these unscrupulous companies they hospitals are clueless about protecting their disabled patients. I'd love one .. .. just one person to take one .. .. just one hospital trust to court for 'Hate Crime Against the Disabled'
Don't pay .. .. what does your invoice say ? .. .. what [ in law ] can they do to you if you ignore them ? .. ..
PPC's the clamper's in this case ParkingEye rely on the law of contract,

My father died at the QE Hospital in Gateshead last year. During his illness my brother who has a seriously disabled son, and I, visited him. taking his son. We parked the specially converted van (with ramp etc. to get the wheelchair in and out) in a bay and displayed the blue badge. When we came out from visiting the dying man the greedy Stasi parking swine had glued a huge sheet of orange paper on the driver's door window threatening a 'fine'. Disgusting, but all too typical. The threatening document couldn't be peeled off and we travelled the 200 miles back home with scraps of paper stuck on the window.
Unfortunately I have to visit my local hospital from time to time. Under no circumstances will I use my car to become an extortion victim. Two buses there and two buses back on the pensioner's bus pass instead.0 -
Well well well, this morning Saturday my wife received a letter from Parking Eye stating "We can confirm that this Charge has been cancelled and there is no outstanding payment on this account". Good result, now lets see there reply when I send them a request for all of my wifes info that they got from the DVLA and the photographs taken by their cameras as it is illegal for them to withhold due to the DPA0
